01 / Brief

Office for National Statistics commissioned the 2021 UK Census campaign to encourage nationwide participation in one of the country’s most important civic exercises. I worked on the project as part of a rollout team, supporting the execution of two primary campaign streams:

  • one aimed at the general public
  • one specifically tailored to students

In addition, a set of informative campaigns was created for primary and secondary school audiences, requiring a different tone, visual language, and level of accessibility.

02 / Research & Approach

The key challenge was translating a single national message into multiple audience-specific executions without losing coherence or authority. The approach focused on:

  • adapting campaign visuals and messaging to distinct age groups and life contexts
  • maintaining consistency with the core campaign identity
  • designing assets suitable for digital, social, and educational environments
  • ensuring clarity, inclusivity, and approachability across all touchpoints

Special care was taken to balance institutional credibility with warmth and relatability, particularly for younger audiences encountering the census concept for the first time.

03 / Results

The campaign successfully rolled out across the UK, supporting public understanding and participation in the 2021 Census. Audience-specific executions allowed the message to resonate with:

  • the general public
  • students living away from home
  • primary and secondary school pupils through educational materials

The result was a cohesive, flexible campaign system capable of operating at national scale while remaining accessible, inclusive, and easy to understand.
